Police in Lowell got thrown for a loop Wednesday night after their neighbors to the north, the Pelham, N.H. police department, called to report a 1984 Chevy Impala with Lowell Fire Department markings and a Massachusetts fire license plate was being driven erratically around an auto shop’s lot.
